Empowering Global Growth: Official Launch of the Machine Tool Testing, Verification, and Calibration Platform

Amidst the global trend of manufacturing upgrades and increasingly stringent regulations, countries are increasingly adopting "non-tariff barriers" by strengthening product safety, environmental regulations, and quality requirements to protect domestic industries and consumer rights. To navigate this landscape, machine tool manufacturers must provide corresponding product testing, calibration, and verification certificates based on the specific regulations of export destinations to secure market access. This trend not only poses greater challenges to the industry but also highlights the critical importance of mastering international regulatory information and verification resources early on.

In response, to assist the industry in meeting diverse and highly specialized international regulatory demands, the Bureau of Standards, Metrology and Inspection (BSMI) of the Ministry of Economic Affairs and the Precision Machinery Research & Development Center (PMC) have officially launched the "Machine Tool Local Testing, Verification, and Calibration Service Platform." This platform integrates domestic testing and certification bodies, technical consulting, and regulatory support resources. It provides machine tool and key component manufacturers with one-stop, real-time information and technical assistance, helping enterprises quickly obtain international certifications—including the EU's CE marking and North American electrical safety certifications—to enhance product quality, regulatory compliance, and global competitiveness.

To mark the official launch and promote its services, the BSMI and PMC hosted the "Machine Tool Local Testing, Verification, and Calibration Service & 2027 CE New Machinery Regulation Analysis Seminar" on July 1st at the GIS Taichung Wenxin Convention Center. The launch ceremony was co-chaired by Chen Yi-Ling (Director General of BSMI), Lai Chun-Chieh (Deputy Director General of BSMI), Lee Chien-Hsun (Acting General Manager of PMC), and Chen Wen-Jen (Division Director of the Measurement Center, ITRI), symbolizing the formal collaboration between the government and the industry. The event drew nearly 100 guests from the machine tool supply chain, major industry associations, and key component manufacturers, who provided valuable feedback on the platform’s maintenance and direction. The enthusiastic exchange demonstrated Taiwan’s determination to address international regulatory challenges and drive industrial upgrades toward high-quality, high-value global markets.

Targeting global manufacturing trends, the platform currently focuses on the regulatory and technical requirements of the three major export markets for machine tools: the United States (North American Electrical Safety), India (BIS Certification), and the European Union (CE marking). Moving forward, the platform will continue to expand its coverage to other countries' export norms based on industry demand. Furthermore, the platform integrates information on TAF-accredited laboratories for machine tools and components in Taiwan, allowing manufacturers to quickly find suitable testing units and contact information, thereby accelerating the testing process and improving export efficiency.

Core Services and Highlights

🔹 Integration of Domestic Testing and Verification Information

The platform consolidates domestic testing, verification, and calibration capabilities that hold international accreditation (e.g., ISO/IEC standards). It covers various technical indicators required for export, including safety, geometric accuracy, circular interpolation accuracy, performance testing, and energy efficiency evaluation. Services include:

  • Summaries of the latest international regulatory updates and technical requirements.

  • Guidelines and templates for certification application processes and technical files.

  • A directory of qualified third-party testing/verification/calibration agencies and contact windows.

  • Resources and assistance channels for global market access.

  • Standard specifications and testing methods for geometric accuracy and circular interpolation.

  • Descriptions of performance test items, such as static/dynamic rigidity, idling vibration, and spindle rotation accuracy.

🔹 Export Consulting Services

The platform provides professional consulting tailored for export-oriented machine tool products. It helps manufacturers clarify regulatory requirements, technical criteria, and risk management measures across different regions. Through customized coaching, enterprises can establish compliance strategies, reduce development risks and certification costs, and increase the success rate of entering international markets.

🔹 International Cooperation Projects

This section compiles Memorandums of Understanding (MOUs) and specific cooperation projects signed between Taiwan and international certification bodies. It serves as a bridge connecting domestic manufacturers with global testing agencies, facilitating the flow of information and technical synergy while enhancing the international recognition of Taiwan’s verification system.

The platform will continue to serve as a vital bridge, linking resources from government, industry, academia, and research sectors to provide proactive verification information, helping Taiwan’s machine tool industry expand its global footprint steadily.
