TMBA Assists Machine Tool Builders in Preparing for Upcoming Functional Safety and EMC Requirements
Aligning with Global Trends: Safety Compliance Becomes a Market Threshold
As the global machine tool industry continues to move rapidly toward digitalization, smart manufacturing, and higher safety standards, compliance with electromagnetic stability and functional safety requirements has become an increasingly important threshold for entering international markets. To help domestic machine tool and component manufacturers prepare in advance for regulatory changes, the Taiwan Machine Tool & Accessory Builders’ Association (TMBA), in cooperation with the Occupational Safety and Health Administration of the Ministry of Labor, the Metal Industries Research & Development Centre (MIRDC), the Precision Machinery Research & Development Center (PMC), and the Electronics Testing Center, Taiwan (ETC), held the “Information Session on Required Documentation for Machine Tool Electromagnetic Compatibility and Functional Safety” on August 10. The event brought together industry representatives, research institutes, and competent authorities to exchange views and help companies better understand the key requirements for future application and review procedures.
Information Session Focuses on Documentation and Practical Procedures
The session focused on the documentation, technical review, test reports, and application procedures that manufacturers and type certification bodies should pay attention to after Functional Safety and Electromagnetic Compatibility (EMC) testing items are incorporated into the machine tool safety certification framework. The agenda included remarks by distinguished guests, explanations of required documentation for functional safety, explanations of required documentation for EMC, and a comprehensive discussion session. Through professional briefings and on-site Q&A, participating companies gained a clearer understanding of the policy direction and practical implementation details of the new requirements.
New Requirements Expected in 2027: Verification Capabilities Become Essential
Taiwan is expected to formally include functional safety and EMC testing items in the machine tool safety certification requirements on January 1, 2027. This policy not only reflects the trend of aligning Taiwan’s occupational safety and health system with international standards, but also highlights the industry’s transition from focusing primarily on machining capability, precision, and efficiency toward a new stage emphasizing safety, reliability, system integration, and risk management. For manufacturers, successful safety verification in the future will depend not only on hardware design, but also on multiple capabilities such as control systems, electrical control configuration, risk assessment, test records, and the completeness of technical documentation.
More Than 40 Companies Participate as Safety Upgrades Draw Cross-Functional Attention
In terms of industry participation, the event attracted representatives from more than 40 machine tool and component companies, including She Hong Industrial Co., Ltd. (Hartford), AWEA Mechantronic Co., Ltd., Tongtai Machine & Tool Co., Ltd., Fair Friend Enterprise Co., Ltd. (FFG), Quaser Machine Tools, Inc., Ching Hung Machinery & Electric Industrial Co., Ltd. (CHMER), Vision Wide Tech Co., Ltd., Kao Fong Machinery Co., Ltd. (KAFO), Yeong Chin Machinery Industries Co., Ltd. (YCM), Victor Taichung Machinery Works Co., Ltd., and HIWIN Technologies Corp., demonstrating the industry’s strong attention to regulatory changes and the upgrading of certification systems. Participants came from R&D, electrical control, quality assurance, technical sales, and management functions, reflecting that EMC and functional safety are no longer merely technical issues for a single department, but cross-functional topics that affect product development, quality management, market sales, and after-sales service.
Identifying Documentation Gaps Early to Reduce Market Access Risks
TMBA noted that the machine tool industry is facing multiple challenges, including the upgrading of international standards, rising safety requirements from end users, and growing global attention to product liability and risk control. Through this information session, TMBA aims to help member companies understand policy directions at an early stage, review gaps in existing product design and documentation, and establish communication channels with testing and certification bodies as well as technical service organizations. For Taiwan’s export-oriented machine tool manufacturers in particular, building documentation and verification capabilities that comply with international safety standards in advance will help reduce future market access risks and enhance product credibility within global supply chains.
Strengthening Regulatory Resilience and Advancing Industry-Wide Upgrading
With the rapid expansion of smart manufacturing, digital control, and automation applications, safety issues in machine tools have extended beyond traditional mechanical guarding to areas such as electrical control, software logic, abnormality detection, and system failure risks. This information session was not only a policy communication activity, but also an important preparatory step for the industry as it moves toward an advanced safety verification framework. Looking ahead, TMBA will continue to serve as a communication platform among industry, government, academia, and research institutes, helping companies keep pace with regulatory developments, strengthen technical readiness, and jointly promote the comprehensive upgrading of Taiwan’s machine tool industry in regulatory resilience, product safety, and international competitiveness.
